An elevator pitch for the 100 Euros portal
What is it about?
An initiative that is lead by ALTEC Research, as part of work carried out in the European IST Project OneStopGov (http://www.onestopgov-project.org).

It follows the logic of the 100 $ laptop and builds on experiences and lessons of the latter to improve the situation in the addressed field.

More specifically we promote the idea of a truly low cost and generic e-Government solution that will be open for download as an integrated product and service suite that can be purchased and used for free or with an extreme low cost (similar to the 100 dollar laptop) so that some basic costs for running the promotional campaign can be subsidised.

The successful realisation of our vision, depends not only on marketing a cheap product, but also on ensuring that the process of its adaptation by the potential deployment parties will stay on affortable levels.


Who shall use it?
We don’t limit our audience only in developing countries – many authorities in the EU still don’t have a successful presence in the Net which means that similar to the 100 $ laptop that may have an appeal to people all over the globe, the 100€ e-Gov portal is capable to address needs not only in e.g. Africa but even in what is erroneously in many cases pictured as first world.


How does it work?
To create a product that will reach the market, we need to provide a fully functional solution. Our priority is to have something that works, and not a sophisticated solution that will stay in papers. We need a simple cheap solution that works anywhere, eliminating the need for Public Authorities to perform costly adoption feasibility studies, or building costly infrastructure to deploy it on.

Our idea follows an overall framework that will provide clear guidelines and recommendations for adapting the e-Government solution. This framework includes:
A description of government principles, its benefits and barriers
A roadmap and guidelines for public authorities at all levels wishing to realize e-government

This framework is accompanied by a flexible modular architecture designed for our low-cost solution. This is an open architecture, aimed to cover all aspects needed for a full software solution, implementing them as modules and providing standard interfaces for integrating them. Furthermore, our approach integrates with existing back office having minimum requirements, to support the low-cost vision. In cases where a Public Authority has insuffisient backoffice infrastructure, our framework will be used as a guide to build an environment on which to deploy our platform. In any case, our eGov product suite will provide a solution simple to deploy, use and maintain for any Public Authority with minimal effort.
