Below we summarise in bullets the main outcomes of the 100€ e-Gov portal profiling process as this has been shaped after the discussions within our group, the OneStopGov consortium and the interactions we had through the organised workshops.

Our proposal includes an overall framework that will provide clear guidelines and recommendations for adapting our e-Government solution. This framework includes:

In any case, our proposed eGov product suite will provide a solution simple to deploy, use and maintain for any Public Authority with minimal effort.

The most convincing argument that speaks for the adoption of a 100€ e-Gov portal is that there is a well-existing space for such a solution currently in the market that is also – quite surprisingly, though – not expected to be satisfied by some similar or same solution.
A great majority of authorities all over the globe, and in all different types of worlds (first, second, etc.) seems to have ignored the need for forward compatibility in terms of providing some basis that is capable to serve variable needs in different contexts and service supply environments.
Nobody can predict the needs that shall appear after two or ten years. First world authorities invest huge amounts of resources of all types (monetary, human and technology) for building more sophisticated systems and catch up with developments in both the business and the technology front.
Less favoured regions cannot participate in equal terms to this game. The solution that we support relates with an entry level portal solution that will be extremely cost efficient for purchase, installation, parametrisation and use and shall enable communities and organisations all over the world to not miss the train of growth and development.
Research work that we have been carrying out in the context of the OneStopGov project enabled us to experiment with a life-event approach to one-stop government that is based around citizens’ needs and, for its realisation, a life-event platform will be specified, developed and evaluated.
Such a platform is capable to leverage key state-of-the-art technological innovations, including ontologies, portals, life-event reference models, web services, dialogue-based user interfaces and generic workflow software.
However, the nature of the expectations is different when considering the case of addressing requirements of organisations and authorities where the penetration of new technologies cannot take place in a systematic way but in needs-driven and opportunity-based ones.
